I’m unable to locate any information that would indicate that Norton AFB is re-opening. It was closed in 1994 as a result of BRAC action (Base Realignment and Closure), due to what they called "environmental wastes, inadequate facilities, and air traffic congestion". The aviation facilities are now the site of the San Bernardino International Airport and several companies have opened distribution facilities on the property.
