With the unemployment rate hovering above 9 percent, optimism about jobs isn't exactly easy to come by. But a new survey from ManpowerGroup shows that some cities have more cause for optimism than others.

Moving trucks may be a more common sight in some Texas cities, as ManpowerGroup reports that San Antonio, Texas, topped the list of best job cities for fall. El Paso and Austin also were included.

"I would say that San Antonio is well-positioned to come out ahead in the future as well because our cost of living remains low, making it a good environment for companies to increase their investment in jobs here, plus we have a very talented labor pool because we graduate more than 30,000 from our colleges and universities each year," Richard Perez, president and chief executive of the Greater San Antonio Chamber of Commerce, told Forbes.

In general, employers in 11 of 13 industries expect things to pick up in the fall, with wholesale and retail trade, mining and financial activities leading the pack, according to Manpower. Employers in 45 states believe more jobs will be available in the coming months.
