The economic downturn took a serious hit on a lot of U.S. metropolitan areas. However, there are some proving to be recession-proof, according to the Brookings Institution's Metro Monitor.

Metropolitan Policy Program fellow Howard Wial took at look at several factors to determine which American cities are likely to be the most recession-proof, including unemployment rates and housing prices. The verdict was that many cities in Texas are where consumers should move if they want to avoid the pitfall of economic decline.

Six out of the 21 top recession-proof metropolitan spots were found in Texas, according to the report. These cities included Dallas, Houston, Austin and El Paso. The ability of Texans to stay employed seems to be a large reason why.

Austin Mayor Lee Leffingwell told CNN that "we have a stable base of employment with the University of Texas, one of the largest universities in the country, and the second largest state government with 65,000 employees."
